and we have also taken into account the Chinese proposal, with which we agree, that labour should be better
represented: although, for reasons which we could explain later, we do not think it would be right to give a third seat to the existing Labour Constituency, the list gives more representation to labour organisations in other ways.
In fact the only two sectors proposed by the Chinese side which are not included in the list are the Chinese Enterprises Association and Insurance.
In neither case do we
consider that new FCs are needed to provide appropriate
representation of those concerned.
I outlined some of the
objections during Round 7 (?); our further study has confirmed those objections, and I could expand on our reasoning later in this round if you wish.
8. I think that the only other significant aspect in which our list shows a substantial difference of approach from that of the Chinese side is that it includes both economic and professional sectors of the community, in accordance with past practice, whereas the Chinese proposals included only economic sectors. I do not think that you should see serious difficulty about that.

Vice-Minister, you will realise that once again the British side have today taken a major move to bridge the gap between our two sides and to accelerate our discussions.
