This should not cause difficulties with the BL,
which is silent on what procedures the SC should use in nominating Chief Executive candidates.
We have confined
the proposal to the SC because BL Annex I already provides for the proposed arrangements for the post-97 ECs, although
the number of
supporters required for a nomination is set 100. Therefore, our proposal not only brings the SC in line with the 95' EC, but also brings it in line with the
BL provisions for the post-97 ECS.

Our proposal requires the relevant authority to
specify the number of SC members needed for a nomination,
but does not say what that number should be. This is
because the BL provides for a number for the post-97 ECS
(100) different from that we have proposed for the 95' EC (5), thus making it impossible for the committees to model one another on precise numbers. Furthermore, the number we have proposed for the 95' EC may not be appropriate for use by the SC in what will be a "single-seat" election :

with the ratio between the sizes of the SC and the
post-97 ECS. Since this is not a matter of modelling the SC on the EC, it is not reflected in our proposal. wish to pursue the matter with the Chinese, we will have to do SO as a further issue beyond our present demand for
using the EC as a model.
