On the latter point, Annex A contains a summary of the relevant SL provisions. Under these provisions, matters
related to the future committees are either left to the
relevant authority (eg. BL Annex I : the specific selection
use by the post-97 ECS to elect CEs shall be
prescribed in an electoral law to be enacted by the SAR)
or subject to specific requirements (eg. BL Annex I :
SC shall have 400 members). Given the constraint at (b)
above, this paper avoids any proposals that may directly
infringe on the latter specific stipulations; all the
proposals take advantage of the flexibilities left in the BL for either the Preparatory Committe, in relation to the
SC, or the SAR, in relation to the post-97 ECs.

In summary the general proposal is to ask the
Chinese Government to provide public assurance that it will recommend to the Preparatory Committee/the SAR authorities that the establishment and operation of the SC/post-97 ECs
should follow certain specified features of the 95' EC.
The following explains the features that are and are not to
be mirrored, and some of the problems that require
consideration.
