Explanatory Note
(1) This model has been devised
(a) on the basis of the ratio and composition of the
Election Committee set out in Paragraph 2 of Annex
(b)
I of the Basic Law.
to meet the requirements of
(i)
the
Chinese
side
that
functional
constituencies should be used to return
members to the first three sectors.
(ii) the British side that all members of the
Committee should be returned through fair and
open elections in Hong Kong; and that
elections in the Committee should be fair and
open.
(2) In the first three sectors, functional constituencies
marked with an # are the nine new
constituencies proposed by the

existing
functional
