response, the Chinese argued
that under the
composition of the EC as set out in BL Annex I (para. 2), the 4th sector would comprise all of the Hong Kong NPC deputies and all members of Legco as of right, and representatives of Hong Kong CPPCC members and district organizations. They further argued that Hong Kong NPC deputies and representatives CPPCC members should together take up 50% of the 150 seats the 4th sector, and that Legco members and representatives
district organizations should take up the other 50%.

The ratio of 1 EC seat per 1.41 electors for the NPC/CPPCC
sub-sector is very high, thus attracting criticisms of
not being
genuine election; it also gives rise to invidious comparison with the much lower ratio for the
Legco/district organization sub-sector.

some Hong Kong NPC/CPPCC members are also Chinese officials who would not meet the present legal requirement (7 years'
ordinary
residence in
Hong Kong) for registration as
