Election Committee: 4th Sector
Introduction
If the Chinese side were prepared to accept the key points of our Functional Constituency proposals, we could
consider whether there is a way to accommodate the Chinese
concern that all Hong Kong NPC deputies and representatives of
CPPCC members in the 4th sector of the Election Committee
(EC),
without sacrificing our principle that EC members should
themselves be elected. This note describes in broad terms an
approach being developed within CAB; further work would need to be done particularly on the political acceptability of such
an approach, and also on the practical details of
implementation.
Background

We have made a conditional proposal to the Chinese
that the 4th sector of the EC should be elected from members
of District Boards (approximately 340), the Municipal
Councils (80) and the Rural Functional Constituency
(approximately 110).
Under this proposal, the
electorate of some 530 would elect about 150 EC members.

This
gives a ratio of approximately 1 EC member per 3.53 electors. We have also proposed that the "block vote" method should be
used in electing EC members, and (although we have not told
the Chinese) we envisaged at the time that
(a) each of the 18 DBS would elect 7 EC members, and
(b) the UC, RC and the Rural FC would each elect
9 EC members.
