am not attracted by Mr Cox's suggestion that it should be determined by age. In my view this is a very arbitrary choice. Why not prefer those who are younger? It would also be possible following an election for an older member of Legco to buy a third world nationality in order to remove an unpopular LegCo member who was the youngest with foreign nationality. My preference would be for the 12 members who have held their foreign nationality for the longest period to remain in office. That would mean that anyone who acquires nationality after election and becomes the 'thirteenth foreigner' would automatically be disqualified.
6. Other issues which we might wish to address would include whether to permit those elected to renounce any foreign nationality, and if so how long to give them to do it in. We should certainly give members the opportunity to renounce unwished for right of abode. It is extremely unlikely that any state would do so, but in theory at least any country could disqualify members of LegCo merely by giving them right of abode.
