been suggestions that all 12 seats should go to the FCs, on the ground that the electorate of some FCS more likely to include a higher proportion of foreigners. But this still leaves the question of how the 12 seats should be distributed among the 30 FCs. There have also been suggestions that the 12 seats could be divided among the three categories of LegCo membership (GC/FC/EC) in proportion to the total number of LegCo Members in each category. Thus, 6 seats will go to FCs, 4 to GCS, and 2 to EC. This involves the same difficulties of devising objective criteria in determining which

One complication is what to do if there are more foreigners than the quota, and yet not all of the 12 designated seats are occupied by foreigners. For example, there are 13 foreigners, and only 3 of them occupy the pre-designated seats. A way will then have to be found to decide which one of the remaining 10 legislators should be removed.

stay on until 1997. The usefulness of the pre-designation is to tell voters how the 1995 legislators might be affected by BL67, and to narrow down the decisions that will have to be made by the PC.
