The 3 legislators who in 1995 received the lowest percentage of votes in their respective constituencies will be disqualified.

One is not really comparing like with candidate with a higher percentage of

vote in one constituency is not necessarily

like; a

lower percentage of

popular/representative candidate who received

vote in another constituency, since they each

faced different electors and rival candidates.

Also, there is a mixture of voting systems: GCS use the simple majority system; FCs use the preferential elimination system (but under our current proposals all FCs except UC/RC/Rural will in future switch to simple majority);
