Introductory Remarks
Governor welcomed Members and said the

purpose of the meeting was
to
hold preliminary
discussions
on the package of constitutional proposals
set out in memorandum XCX (92) 68. He emphasized that
no decisions would be taken at this stage; these would
come later when the final shape of the legislative
package to
put before the Legislative Council had
to be agreed. The intention was to debate the merits
of the individual proposals as they were presented in the various papers.

By way of general comment he said two of the
proposals were likely to be more contentious then the
others, i.e. the new Functional Constituencies (FCs)
and the composition
While the other five proposals would not be entirely
free of controversy, they were less likely to generate
strong reactions.
He said that during his visit to
Peking in August, the Chinese argued against the
proposals concerning the new FCs and the EC, but apart
concern with regard to the proposed
