The justifications are :
to address the criticisms levelled at the existing
FCS by broadening their electorate size and
introducing further measures to prevent abuse; and
to enhance credibility of the FC system by having 9 new FCs which, together with the existing ones, would give every worker the opportunity to elect a member to LegCo to represent him at the workplace.
