Functional Constituency System
Obiective
Annex C
To
remove possible abuses
in the existing functional constituencies (FC) system and to broaden their franchise as far as practicable; and
to introduce 9 new FCs which are broad-based so that together with the existing FCs, they will cover the entire working population.

For the 21 existing FCs, we propose to:
replace corporate voters with individual voters
who Own
or control the management of the companies/agencies concerned. (In the case of the Social Services FC, social workers plus directors of welfare agencies will be eligible to vote. As for the Labour FC, the electors will be the designated office bearers of the trade unions);
introduce
must have
a requirement that companies concerned joined the representative body of the relevant FCS (e.g. the General Chamber of Commerce in the Commercial FC) for at least one year; and
