"district-based organizations". However, MC members are already represented in functional constituencies, and it is questionable whether they should be given to elect another group of Legco

number of such members in 1995 is unknown, but is probably likely to be about 100 or less. does not appear that these members are likely to be freely elected in Hong Kong before 1995.

is for consideration whether any of these groups should be included in this fourth component of the EC.
