Recommendations of the Legislative Council Select Committee on Legislative Council Elections

Minimum voting age

The minimum voting age should be lowered to 18 before the next round of elections.

Voting system for geographical constituency elections

A

multi-seat single non-transferable vote system should be adopted for the Legislative Council (LegCo) elections in 1995.

(This recommendation of the Select Committee was amended by the LegCo. The revised recommendation is: All geographical constituencies should have one seat each and each elector should be given one vote for the LegCo elections in 1995.)

Functional Constituency (FC) system

(a) The FC system should not be abolished in the 1995 LegCo but in the long run we should move to a wholly directly elected legislature as is provided for in the Basic Law.

The system of corporate electors should not be abolished but should be improved.

The qualification of corporate electors (Urban Council, Regional Council and Rural FCs excepted) should be tightened; they must have joined the representative bodies of FCS for a fixed period, e.g. at least one year before they can be registered as electors; this requirement is also applicable to individual electors in FCs with both corporate and individual electors.

The appointment of authorised representatives of corporate electors should be further regulated; have substantial connection with the FCS they represent.
