Before the Commission prepares its provisional recommendations, the Governor in Council would :
declare the number of districts (Item 5 (b) of Schedule 2); and
notify the Commission of its proposals on district boundaries (such proposals to be published by notice in the Gazette) (Clause 19).
At the same time, the Governor in Council would declare district boundaries by a separate order (subsidiary legislation).
