Recommendations of the Legislative Council Select Committee on Legislative Council Elections

Boundary and Election Commission

(a) There should be established under statute an independent combined Boundary and Election Commission (the Commission) responsible for making recommendations to the Governor on constituency boundaries for the three tiers of elections following statutory criteria and for overseeing

the conduct of elections.

The Commission should not have any decision-making power over electoral policy matters.

The Commission should consist of three politically neutral members, including a High Court judge to be appointed by the Governor as Chairman, a second member also appointed by the Governor and a third member appointed by the Deputy President of the Legislative Council (President of the Legislative Council from the 1995 session onwards).

The term of appointment of the Commission should be longer than one election cycle; the term of individual members should not end at the same time.

The Commission should be supported by a civil service secretariat, with the Registration and Electoral Office acting as its executive arm.

(£) The Commission should be established in time for

Demarcation of Constituency Boundaries

(a) There should be statutory criteria governing the

demarcation of constituency boundaries.
