(3) The Governor in
Council shall before making a
declaration under subsection (1)
have regard to the
recommendations made under
section 18(1)(b) of the Boundary
and Election Commission Ordinance
( of 1993) in respect of an
election referrred to in section
17(b) of that Ordinance in the
immediately preceding relevant report considered under section
22 of that Ordinance.
(4) Any order declaring any area in Hong Kong to be the
Urban Council area and in force
immediately before the
commencement of this section
shall be deemed to be made under
subsection (1).”
