clause 16 provides the definitions necessary for the
interpretation of Part V:
clause 17 limits the application of Part V to an
ordinary election of persons to act as elected
members of a District Board, the Urban Council, the
Regional Council or the Legislative Council, held
under the Electoral Provisions Ordinance (Cap. 367);
(q) clause 18 requires the Commission, within the period
specified in relation to each election, to submit a
report to the Governor, containing its proposals for
the delineation of constituencies for the purposes of
an election to which Part V applies, the reasons for
its conclusions and the representations made by the
public;

clause 19 empowers the Governor in Council to send to
the Commission proposals regarding the boundaries of
the Districts to be declared under the District
Boards Ordinance (Cap. 366) and requires the
Commission to have regard to those proposals when
making its recommendations on constituency boundaries
for District Boards, the Urban Council and the
Regional Council;
clause 20 requires the Commission to prepare
provisional recommendations showing the proposed
division into constituencies with reference to maps,
to display the maps and invite the public to view the
maps and make representations regarding the proposals;
clause 21 requires the Commission to ensure wherever
possible, when making its proposals, that the
population in each proposed constituency does not
