(7) The Commission may act notwithstanding one vacancy in the
membership and its proceedings shall not be invalidated by reason of
a defect in the appointment or qualification of a member.
(8) Subject to this Ordinance and any standing orders made
under section 5 of this Ordinance the Commission may determine and
regulate its own procedure.
