regulation making powers
by then) would have to amend the Electoral Provisions
(Registration of Electors)

The advantage of this option is that we do not
have to take any legislative measure, and hence not subject to
the veto of Legco.
We will also be facing less pressure
to engage in an open debate on the deadline for the talks
(see para. 12 below). The Chinese should have no objection to
this course of (non) action.
