We have considered whether we should, notwithstanding
the talks with the Chinese have not been concluded
by October proceed to amend the UC Ordinance and the
RC Ordinance to provide for additional elected seats so that
the BEC can draw up constituency boundaries in accordance with
our proposals to replace appointed by elected MC seats. This
is, however, not recommended for the following reasons:
(a) This would be regarded by the Chinese as unilateral
action, initiated in the middle of the talks. This
could at the very least sour the talks; it could,
at worst, precipitate the breakdown of the talks.
(b)
Such a course of action may not attract majority
support
of
Chinese agreement.
