believe
that an announcement
on 20 October
would allow us just sufficient time to have the amendment
enacted by December 1993 (assuming of course a reasonably
smooth passage in LegCo). If we are to go down this route,
we would need to brief the BEC chairman, on a confidential
one or two days before 20 October so as to bring him
basis,
on side.
