I refer to the conversations between you and the Hon. Allen Lee and between you and my assistant. We are very disappointed at not being able to arrange a meeting with you on the technicalities of splitting up the Electoral Provisions (Miscellaneous Amendments) Bill 1993, with the portion on 1994 District Board elections being tabled at LegCo before the remaining portion. I realise you have "advised" us that you can only see us after the Governor has met all the other political groups because you have been do instructed. When we met the Governor on 9 September 1993 we were told that splitting the Bill would only mean a gain of 3 or 4 weeks and that your Branch would have all the relevant explanation as to why that is so and that we should talk to you. Perhaps you can appreciate why we do not understand why we have to wait as suggested. I am afraid that it would be difficult for us to explain this to our members. I would be grateful if you could explain this delay or arrange a meeting with us without delay. I look forward to your favourable reply.
