Boundary and Election Commission (Amendment)
Bill 1993: PR Steps
Purpose
At its meeting on 12 October,
extend the deadline for the
ExCo
agreed to

to submit its
However, some ExCo
recommendations
on the 1995 MC constituency boundaries; the
new deadline being 30 April 1994.
Members were concerned that the amendment might create the
wrong perception that we had until April 1994 to complete
the talks with the Chinese. This note outlines the PR
steps to counter such likely misconception.

Given the problem above, we suggest the issue of a detailed public statement explaining :
(i)
(ii)
the reason for the proposed amendment (viz. to
save BEC from having to carry out absortive work);
the rationale for setting 30 April 1994 as the new
deadline (viz. SO that the MC constituency
boundaries can be finalized in time for the final
voter register to be published in August 1994 to
the appropriate
