In preparing a submission it would be useful to have your thoughts on the following possible China angle: as recently as 13 October we explained to the Chinese our proposal to extend the deadline for the submission of the BEC's recommendation to the Governor, in part as a sign of our sincerity in wishing not to pre-judge the outcome of the talks. If we were now/now to gazette the commencement order for the remaining parts of the ordinance, they may well contrast this action with our earlier statement and conclude that we were insincere. If they were to take this line in public, would the arguments in your para 4 be perceived in Hong Kong as being sufficiently strong? HURD
