accepted our position that in the special circumstances of the 95 election, it would not be possible for NPC Deputies to participate as of right on the EC. With such a chapeau in place, you could then simplify the point in the second tiret of your para 8 to say that we would not propose that the draft Legislation establishing the EC would have anything in it to debar NPC Delegates from being elected to the EC. The point in the third tiret of your para 8 would not then need its preliminary conditionality: everything is conditional on reaching agreement on an overall package of measures, so I don't think this needs to be stated explicitly.
