The delay in getting the talks going, and the length of time they have taken so far, have made it impossible for the BEC to meet its original schedule of 31 December 1993.
But the proposal does not buy us any more time for the talks. We still only have weeks rather than months to come to an agreement. This matter has no effect whatever on that that's the important point.

If asked why the date for the BEC to submit its recommendations on the constituency boundaries for the 1994 District Board elections remains unchanged i.e. December 31 this year, the reason is that the District Boards Ordinance has already stipulated the MCs are
