neither had there been any indication that the

Chinese might change their team leader for the

forthcoming rounds.

On a separate matter, the Governor said

he had the impression that recent press briefings

by the Chinese may have been carried out by

people who did not actually know what was

happening at the talks. Some reports suggested

that the Chinese could not give way on our

proposal to abolish appointed seats in DBs and

MCs in 1995

He felt it might be the case that

once again the NCNA were being less than helpful.

The Political Adviser added that he was

not sure whether the two sides were talking

about the same thing with regard to the abolition

of

appointed seats. It was not clear whether the

Chinese would find the idea of the complete

abolition of seats in 1995 acceptable or whether

they would only accept a reduction in the number
