PROBLEM
1. A response to the Governor's ideas on the way forward, particularly the proposal for a conditional offer of a visit to Peking by the Secretary of State.

BACKGROUND AND ARGUMENT
3. The Minister discussed the way forward with the Governor in Hong Kong at the weekend. Hong Kong telegram No 975 records the Governor's ideas, and 888 the discussion at ExCo on 1 June. Sir R McLaren has now commented (Peking telno 759) expressing doubt about whether a conditional offer of a visit by the Secretary of State to Peking would do the trick in terms of encouraging the Chinese to give us their views on all the issues on the table. He would prefer a private message at this stage, leaving the Secretary of State in
