Q1: Why must an Order be made at this point in time to
declare the number and names of proposed Districts
for the next District Board (DB) term?
A1 :
To
prepare for demarcation of constituency boundaries
by the
course,
Boundary and Election Commission (BEC) in due
the
Order has to be made within the current
Legislative Council session.
As usual, LegCo members
will have to be given 28 days to consider the Order.
AS the last meeting of
the Legislative Council is
scheduled for 21 July and given that there are no
on 16 and 23 LegCo sittings
June 1993, the Order
should, at the latest, be tabled in LegCo on 9 June.

Isn't the Hong Kong Government "jumping the gun" to
declare the number and names of Districts before the
completion
of the
current
talks
on
the
1994-95
electoral arrangements?

There is no question of "jumping the gun".
This is a
technical matter.
