TUR provided a useful timetable for the main landmarks following the enactment of the BEC Ordinance. We are conscious, in the light of the Chinese reaction to the enactment on 26 May, (and developments since, eg the amalgamation of Yau Tsim and Mong Kok), that there is scope for considerable Chinese umbrage at each stage of implementation. It would be useful to know whether the timetable is an exhaustive list and whether there are any other aspects of implementing this legislation which could give rise to Chinese protests.

Subject to your views, we think we might try to minimise the scope for successive Chinese complaints by giving them details of all the remaining public steps in one go, if this were possible. We note for example that items (3) and (4) might be combined. Would there be scope to combine them with item (5)? Grateful for your views.
