(g) clause 18 requires the Commission, within the period specified in relation to each election, to submit a report to the Governor, containing its proposals for the delineation of constituencies for the purposes of an election to which Part V applies, the reasons for its conclusions and the representations made by the public;

(r) clause 19 empowers the Governor in Council to send to the Commission proposals regarding the boundaries of the Districts to be declared under the District Boards Ordinance (Cap. 366) and requires the Commission to have regard to those proposals when making its recommendations on constituency boundaries for District Boards, the Urban Council and the Regional Council;

(s) clause 20 requires the Commission to prepare provisional recommendations showing the proposed division into constituencies with reference to maps, to display the maps and invite the public to view the maps and make representations regarding the proposals;

(1) clause 21 requires the Commission to ensure wherever possible, when making its proposals, that the population in each proposed constituency does not deviate by more than 25% from the population quota (obtained by dividing the total population in the electoral area by the number of elected members), to ensure that the Urban Council and Regional Council constituencies are comprised of whole District Board constituencies, to give due consideration to preserving local ties, have regard to the physical features of the area concerned, and specifics the other criteria to be taken into account in demarcating boundaries;

(u) clause 22 requires that any report submitted to the Governor be considered by the Governor in Council as soon as practicable; (v) clause 23 enables the Governor to return the report or a part of it

for reconsideration and ask for another report;

(w) clause 24 requires the Governor to table in the Legislative Council any report containing recommendations for demarcation of boundaries;

(x) clause 25 is a saving provision to save existing regulations made under the Legislative Council (Electoral Provisions) Ordinance (Cap. 381) and the Electoral Provisions Ordinance (Cap. 367);

(y) clause 26 and Schedule 2 are consequential; and

(z) Schedule 1 contains provisions relating to the resignation and removal of members of the Commission and filling of vacancies and procedural provisions relating to the conduct of the business of the Commission.

(s) 第20條要求委員會擬備臨時建議以提述地圖方式顯示其所提議的選區劃 分;並要求委員會將該等地展示及邀請公眾人士觀看該等地圖和就該 等提議作出申述:

(1) 第21條要求委員會在作出提議時,在可能的情況下確保各建議選區的人 口均不得偏離人口配額(將在選舉區域的總人口除以民選議員的人數而得 出的人口配額)25%以上上,確保市政局或區域市政局選區是由完整的區 議會選區組成,對地方關係的維持加以適當考慮並顧及有關區域的自然 特徵:該條亦指明在劃定選區分界時須考慮的其他準則:

(1) 第22條規定提交給總督的任何報告,須在切實可行的範圍內,盡快交山

總督會同行政局考慮;

(v) 第23條賦權總督將報告或其部分退回委員會重新考慮,並要求提交另

一份報告:

(一)第24條要求總督將載有選區分界定建議的任何報告提交立法局省覽; (x)第25條是保留條文,以保留根據《立法局(選舉規定)條例》(第381章)及

《選舉規定條例》(第367章)訂立的現有規例;

(r)

第26條及附表2是關於相應修訂的;及

(z) 附表1載有與委員會委員的辭職、免任及空缺填補有關的條文,以及與委

員會事務的進行有關的程序條文。
