(e) clause 6 empowers the Commission to issue guidelines relating to
the conduct of an election;
clause 7 empowers the Commission to make regulations relating to electoral arrangements and procedures, in particular for the registration of electors and matters relating to the register, ascertainment of qualifications of electors, procedure for the nomination of candidates, lodging deposits, appointment of election agents, designation and supervision of polling stations, counting of votes, declaration of results, disposal of ballot papers, power to obtain information for the purpose of preparing registers of electors, and the countermanding or postponement of an election or the adjournment of a poll or a count;
(g) clause 8 provides for the submission to the Governor by the Commission of reports relating to the conduct of an election or any other matter relating to an election;
(h) clause 9 provides for the office of the Chief Electoral Officer whose function is to do what is necessary to implement the decisions of the Commission;
(i) clause 10 enables the Commission to delegate its powers and functions to the Chief Electoral Officer or any other person it thinks fit:
(j) clause 11 provides that the expenses incurred by the Commission or any other person for the purposes of the Ordinance and payments to be made to the Chairman and other members of the Commission * will be paid out of the general revenue of Hong Kong; (k) clause 12 disqualifies members of the Commission during their term of office and for 2 years afterwards from being nominated as a candidate in an election to the Legislative Council, the Urban Council, the Regional Council or a District Board or from holding office in any of these bodies (except a person who resigns within 2 weeks of appointment);
(1) clause 13 provides immunity for persons acting in good faith for
the purposes of the Ordinance;
(m) clause 14 provides that the Commission is not to be regarded as
an agent of the Crown;
(n) clause 15 prohibits the unauthorized use of the corporate name of
the Commission;
(o) clause 16 provides the definitions necessary for the interpretation
of Part V;
(p) clause 17 limits the application of Part V to an ordinary election of persons to act as elected members of a District Board, the Urban Council, the Regional Council or the Legislative Council, held under the Electoral Provisions Ordinance (Cap. 367);

(S)第7條授權委員會訂立與選舉安排及程序有關的規例,尤其指有關選民的 登記及與選民登記冊有關的事項、選民資格的確定、提名候選人的程 序、按金的繳交、選舉代理人的委任、投票站的指定及監管、選票的點 算、結果的宣布、選票的處置、取得資料以編製選民登記冊的權力、選 舉的撤銷或延期及投票或點票的押後的規例;
(2)第8條對委員會就進行選舉的事宜或就與選舉有關的任何其他事項向總督
提交報告作出規定:
(h) 第9條就總選舉事務主任一職訂定條文,總選舉事務主任的職能是作出為
實施委員會的決定而有需要作出的作為;
(i) 第10條賦權委員會將其權力及職能轉授予總選舉事務主任或委員會認為
適當的任何其他人;
(j)第11條規定,委員會或任何其他人為施行本條例而招致的開支,以及須 支付予委員會主席或其他委員的款項,須由香港政府一般收入支付;
(k)第12條使委員會的委員在其任期內及其後2年喪失在立法局、市政局、
區域市政局或區議會選舉中獲提名為候選人的資格,以及喪失在任何 上述機構擔任議員的資格(但在獲委任後的2星期內辭職的人,則不在此 限);
(1) 第13條對為施行本條例而真誠地行事的人給予轄免權:
(m)第14條規定委員會不得被視為官方的代理人;
(n) 第15條禁止未經批准使用委員會的法團名稱:
(0) 第16條有在第V部的釋義方面的所需定義;

第17條將第V部的適用範圍,限於根據《選舉規定條例》(第367章)舉行 以選出區議會、市政局、區域市政局或立法局民選議員的普通選舉;
