The Urban Council Ordinance (Cap. 101) is amended
(a) to abolish the appointed membership of the Urban

to increase the number of directly elected members of
the Council (clause 11);
to specify the quorum of the meetings of the Council
following the change in its membership (clause 22);
and
to make other consequential revisions (clauses 12 -
21).
The Regional Council Ordinance (Cap. 385) is amended

(a) to abolish the appointed membership of the Regional
Council (clause 23);
(b)
to increase the number of directly elected members of
the Council (clause 24);
