FUNCTIONS, POWERS AND DUTIES OF COMMISSION
Functions of the Commission
The functions of the Commission shall be-
(a) to review the boundaries of geographical constituencies for the
purpose of making recommendations under Part V;
(b) to be responsible for the conduct and supervision of an election, including the supervision of the registration of electors or promotional activity relating to such registration, regulating the procedure for an election, making other electoral arrangements and taking such steps as it considers appropriate for the purpose of ensuring that an election is conducted openly, honestly and fairly;
(c) to keep under review the matters referred to in paragraph (6);
and
(d) to report to the Governor on any matter relating to an election.
General powers of the Commission
The Commission may-
(a) acquire, hold or dispose of property of any description; (6) publish any material and distribute or sell such material;
(c) make standing orders to regulate the conduct of its business or
procedures;
(d) in performing its functions under Part V, require such information as it considers is reasonably required for the purposes of estimating the population of Hong Kong or any area thereof, from any appropriate public authority;
(e) exercise such powers as are conferred on it under any other
Ordinance; or
(ƒ) do such other incidental act or thing or exercise such powers as it considers necessary or expedient for the performance of its functions under this or any other Ordinance.
Commission to issue guidelines
(1) The Commission may issue guidelines relating to the conduct or supervision of, or procedure at, an election.
(2) The Commission may consider any complaint relating to a guideline issued under subsection (1) and take such steps as it considers appropriate in respect of such a complaint.

委員會的職能
委員會的職能如下——
(a) 檢討地方選區的分界,以便根據第V部作出建議;
(b) 負責進行及監督選舉,包括監督選民登記或與之有關的宣傳活動、規管 選舉程序和作出其他選舉安排,以及採取其認為適當的步驟以確保選舉 是公開、誠實及公平地進行;
(c) 不時檢討(6)段所指的事項;及
(d) 向總督報告任何與選舉有關的事項。
5. 委員會的一般權力
委員會可——
(a) 取得、持有或處置任何類別的財產;
(b) 發表任何資料,以及分發或售賣該等資料;
(c) 訂立常規以規管其事務的處理或程序的進行;
(d) 於履行其在第V部下的職能時,要求任何適當的公共主管當局提供委員
會認為是為估計香港或其任何區域的人口而合理地需要的資料;
(e) 行使任何其他條例所授予的權力;或
(f) 為履行其在本條例或任何其他條例下的職能而作出其認為有需要或適宜
作出的其他附帶作為或事情,或行使其認為有需要或適宜行使的權力。
6. 委員會發出指引
(1) 委員會可就與進行選舉、監督選舉或選舉程序有關的事宜發出指引。
(2) 委員會可考慮任何與根據第(1)款發出的指引有關的投訴,並可就該等投訴採 取其認為適當的步驟。
