(2) The votes shall be given and counted
(a)
in respect of the election committee
constituency, in accordance with the single
transferable vote system of election (being a
variety of proportional representation) which
system shall include the following features,
that is to say
(i) the election committee constituency
shall return the relevant number of
(ii)
(iii)
elected Members;
the elector voting in respect of that
constituency shall have a single vote;
the single vote shall be transferable
amongst the candidates, the elector
marking his preferences on his ballot
paper in descending order against a
number of candidates being not less
than the relevant number of those
candidates;
(iv) subject to subparagraph (vii), the
candidates to be elected shall obtain
(v)
a quota of votes, the quota to be
determined by dividing the total
number of valid votes by one more than
the relevant number;
surpluses in excess of the quota shall
be transferred on a proportional basis
to the candidates then remaining in
accordance with the next available
preferences marked on the ballot
papers;
