I submit a self-explanatory draft reply to the letter to the Private Secretary from PS/Governor of Hong Kong of 30 November. FED agree.
2.
I think the Governor is right to suggest that he should give evidence to the FAC before the Secretary of State's evidence session which I understand is planned for 25 January. This would enable the Secretary of State to wrap up any questions raised by earlier testimony and draw a line under FCO contributions to this FAC report.
3. The draft suggests that the Governor might offer to give evidence in the week of 17 January. This would enable us to prepare material for likely follow-up questions for the Secretary of State's session.
