The Wen Wei Po transcript of Lu Ping's remarks October 1992 clearly quoted him as saying on record that he agreed entirely with the three principles.
He also demonstrated that the Chinese side had adhered strictly to them during the process of drafting the BL. Surely this would not have been so had the Chinese side not accepted the validity of these principles.
Our record also shows that Lu Ping said exactly the same thing during his meeting with the Governor on 21 October 1992.
In Our view, our proposals are consistent with the three principles and compatible with the EL.

It is not for the Governor to interpret the Basic Law. AS the BL makes clear that is something for the Standing Committee of the NPC to do. British side must therefore accept our interpretation of the Basic Law.

While we accept that the Basic Law is a Chinese Law enacted by the NPC, it cannot be inconsistent with the provisions and principles of the JD. But clearly it would be much more profitable for the Chinese side to tell us what precise arrangements for the 1994-5 elections they think are consistent with the BL.
British are not concerned about the good of Hong Kong, have never introduced democracy in the past. This is of an international conspiracy to undermine the (Various including Lu Ping.)

K.1 - The Governor's proposals were drawn up while he was in Hong Kong last summer. They reflected what he believed were the wishes of Hong Kong people. While they were cleared with Ministers in London who have given them their full support, it is not true to imply that they were shown to
