FAC ENQUIRY: HONG KONG
1. The Committee have asked us for a Note to update them on developments in Hong Kong since our Memorandum of March this
year. I submit a draft which covers briefly:
(i) the talks on election arrangements;
(ii) the airport;
(iii) nationality issues and;
(iv) the illegal immigrants from China formerly living in
Vietnam.
This Note takes account of the statement which Mr Goodlad made to
the Committee at their meeting in July.
2. The Committee originally asked for the Note this week. But,
in view of the forthcoming meeting between the Foreign Secretary
and Qian Qichen in New York on Friday, we consider that we should hold back the Note until after that meeting. This will enable us
public to take account of the Secretary of State's comments after the New York meeting. We therefore propose that it be handed over on Monday, 4 October, so that it will be a timely trailer for the
Governor's LegCo address on 6 October.

We are clearing the draft with Hong Kong in parallel.
