this, the memorandum repeats the line which we and Home Office Ministers have long taken on this subject: the Home Office oppose making any change to accommodate pressure from Hong Kong on the ethnic minorities (this would require new primary legislation). Another possibility is over progress in entrenching rights and freedoms (paragraphs 6 and 7) although the recent report on this by Article XIX produced no interest in Parliament, as far as I know.
