HKG. I agree, but would be grateful for your views before we discuss the arrangements further with the Committee. Incidentally, I have mentioned to David Howell that they will be in Hong Kong just after your annual speech to LegCo (assuming this will be on 6 or 13 October).
David Howell tells me that he has briefed Ambassador Ma but has yet to hear whether the Chinese welcome a visit to Beijing (and possibly Shanghai if there is time). The FAC's intention to go to Taiwan after Hong Kong was not greeted with much enthusiasm by Ma.
