FOREIGN AFFAIRS COMMITTEE (FAC): CHINA AND HONG KONG
1.
The Clerk to the FAC has advised that the Committee would like a memorandum from the FCO in advance of Mr Goodlad's evidence session on 14 July. As you know, the inquiry is to cover "political and economic relations between the UK and China in the period up to and beyond 1997". The Committee expects to interpret these terms of reference fairly widely and to include a visit to Taiwan as well as to China and Hong Kong. You may find it helpful to have the attached copy of the memorandum on Hong Kong prepared in March by HKD for the Committee.

The memorandum should be suitably titled and bear the reference FCO/FAC/8/93. It should be prepared in accordance with the instructions in DSP Pol Vol 2 (Chapter 8 and annexes 8.3 and 8.4 are relevant) and in the attached Memorandum of Guidance for Officials.
3. The memorandum should be cleared through PS/PUS, PS/Mr Goodlad and Private Office. The FAC have asked if it could reach them by 30 June. I should therefore be grateful if it could reach me in final form by close of play 29 June.
