CHINA: FAC MEMORANDUM

Thank you for showing me the proposed outline
for the FAC memorandum on China.

The outline seems to me to cover the ground very well. I have made a number of manuscript comments and annotations (these are not drafting language).
3.
I am happy for you to go ahead and put contributions together into a draft. The link with Hong Kong will need to be handled very carefully. I suggest that you consult Mr Ricketts early, as he will need to clear language with the Governor. I should like to have some time to comment on the draft: could you please bear in mind that I am likely to be away between 3 and 10
Perhaps we could discuss your deadlines.
