OUR ORIGINAL 1992 PROPOSALS

To be elected. Abolition of appointed members.

No more corporate voting in existing or new FCs. Nine new FCs extend the franchise to entire 2.7 million workforce.

Election Committee to be itself composed of elected members (eg District Board members). Any registered elector in Hong Kong eligible for election to these 10 seats.

OUR REVISED PROPOSALS

No change from original proposals.

No more corporate voting as before. New FCs revised with 6 of them being based on Chinese proposals. Electorate reduced to under 900,000.

Four-Part Election Committee. All members elected. Three parts elected by FCs and fourth sector to be returned by members of DBS, MCs and Heung Yee Kuk.

Election to the EC by block vote. to use simple

transferable voting

CHINESE PROPOSALS

Retention of appointed members. (Hints of agreement to disagree as part of a first-stage package).

Four-part EC. Three based on FCs. Fourth has non-elected NPC and CPPCC representatives. Each part would return three candidates from their sector by block vote, using a simple majority system. 10
