1. I will uphold and observe the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China. In so doing, I uphold the resumption of the exercise of sovereignty by the People's Republic of China over Hong Kong from 1 July 1997, the

established basic policies of the People's Republic of China regarding

Hong Kong Special Administrative Region and the principle of "one

country, two systems" and will refrain from any activities aimed at undermining these policies and principle.

2. I will dedicate myself to ensuring the long term prosperity and stability of the Hong Kong Special Administrative Region of the People's Republic of China.

3. I will uphold and observe the laws of the Hong Kong Special Administrative Region of the People's Republic of China, including those laws which may govern the prevention of activities the object of which is the overthrow of the Central People's Government of the People's Republic of China.

4. I will be faithful and bear true allegiance to the Hong Kong Special Administrative Region of the People's Republic of China.

5. I will conscientiously and truly serve the people of Hong Kong Special Administrative Region of the People's Republic of China as a member of the Legislative Council.

We learn from our contact that about 12 MPs attended the meeting held last Wednesday. This is considered to be well attended for this particular group. Sir Jerry Wiggin (Con) was in the chair. Ambassador Ma Yuzhen and Counsellor Hu Chuanzhong were also present.

The meeting opened with Ambassador Ma asking Counsellor Hu to read out a statement. Counsellor Hu read out the HKMAQ press release dated 3.12.93. Ambassador Ma then made the following comments

(a)

UK was responsible for the breakdown of the Sino- British talks on Hong Kong;

(b)

China did not agree with the electorate bill tabled in LegCo on 15.12.93;

(c)

the PWC would expedite its work;

(d)

there would be no through train.

Sir Jerry Wiggins responded and said that the British government did not harbour any ulterior motives in retaining colonial influence post 1997 in their support behind the Governor of Hong Kong. The aim of HMG was to discharge honourably the obligations under the Joint Declaration. All the MPs present followed the same line. Ambassador Ma contrasted the reactions of MPs to the reactions of Lords when the oral statement on Hong Kong was delivered recently in both Houses.

He asked rhetorically 'where do we go from here?'. He then answered and said that the work of the PWC would be expedited. When asked as to whether the PWC would organise elections before 1997 the Ambassador said no. The notion of trade retaliation was not mentioned on this occasion.
