I now submit a draft covering all these sections except the last. The Minister of State might like to see this as work in progress, in the context of his visit to Hong Kong. I will be passing through Hong Kong on 13 October on the way back from the next Round of talks and plan to discuss this latest draft with the Governor and his team then.
4. It promises to be a long and complex White Paper. But it is likely to be last published by HMG on Hong Kong's constitutional development and as such will need to give a comprehensive defence of our record. The device of an introduction by the Secretary of State will enable us to get the key arguments up front.
