1. I enclose a further revision of the draft White Paper. This takes into account almost all of the drafting suggestions received on the previous version. I have also up-dated it to reflect developments in the last two rounds.
2. As we discussed on the telephone, I am submitting it in parallel to the Secretary of State, with the aim of getting a draft to the printers by 29 October. This is necessary to ensure that the White Paper will be ready for publication at short notice any time after 10 November. We can, of course, up-date/amend at proof stage to take account of Round Fifteen and the line taken by Ministers and the Governor after OPD (K). But we should clearly now try to keep changes to the essential minimum.
3. You undertook to consider whether it would be sufficient simply to distribute copies of an HMG White Paper in Hong Kong, or whether you want to produce it in parallel as an HKG White Paper. Either way, you will need to consider translation.
