QUEEN'S PROROGATION SPEECH
1. In July, with the help of departments, we submitted to Cabinet Office a first draft for the Queen's speech at the Prorogation of Parliament. Cabinet Office have now edited the text, and asked us for comments. They are looking not for redrafting of language we gave them earlier, but changes which have taken place since July, or mistakes they have made in editing.
2. I should be grateful for comments by noon on 21 October on the present text.
3. Points to consider:
whether the new passages (which I have sidelined) are accurate;
(RMD) whether to include reference to Baudouin's death;
(Eastern) the accuracy of the passage on dismantling nuclear weapons;
