QUEEN'S SPEECH ON THE OPENING OF PARLIAMENT
Your letter to Mark Ormerod of 19 October asked for any
comments on the draft Queen's speech on the Opening of Parliament. The following are our suggestions.
The last sentence in paragraph 3, on Russian nuclear
weapons, should now more accurately read "They will give practical assistance to the Russian Federation's
programme for the disposal of surplus nuclear
weapons";
- The first sentence of the next paragraph, on
Maastricht, should read "..now it has entered into
force". It will have done so on 1 November;
- At the end of that paragraph, cut the reference to
reform of the CAP; completing the Uruguay Round is
now the government's priority, and reference to CAP could complicate the negotiations;
- In the sixth paragraph, on the former Soviet Union,
add the three words "the political and economic reform process", to make clear that our support for Yeltsin is not unconditional;
