1. Many thanks for your letter of 1 December.
2. As you say, your revised draft was really too long for Parliamentary use here. I have tried to get in as much of the substance as possible while keeping it to the length we are told the Secretary of State likes. I enclose the results. Grateful for any further comments by 1100Z on 3 December: will then be showing it to the Secretary of State over the weekend and can of course update it in the light of any Chinese statements up to lunch-time on Monday.
